Mr. Small is a Licensed Professional Engineer who began his career in the environmental industry after obtaining a Bachelor of Science in Chemical Engineering from the New Jersey Institute of Technology. Mr. Small’s career has included extensive consulting and management experience in the environmental field, with expertise in hazardous building materials, site demolition, site assessment, and remediation services. Mr. Small has detailed knowledge of Federal, State, and Municipal regulations applicable to redevelopment projects.
As a Professional Engineer licensed in the states of New Jersey, New York and Pennsylvania, Mr. Small has acted as the Engineer of Record for numerous asbestos abatement, remediation, demolition and underground storage tank upgrade and replacement designs. He has prepared or directed the preparation of contract documents, construction cost estimates, plans and specifications in addition to circulating and evaluated bids, and administering remediation and construction contracts.
Mr. Small’s expertise includes asbestos inspection, management, and abatement design and monitoring, indoor air and water quality surveys, environmental site assessments, subsurface investigations. He has managed the investigation and remediation of hazardous material spills, lead-based paint, asbestos, PCBs, solvents, drummed wastes and leaking underground storage tanks.
